The reigning Emperor of Japan since his father's death in 1989, Emperor Akihito long had a personal grudge against whales and dolphins for the decimation of his people in the second World War in Hiroshima, and an eternal respect for the Americans for exposing the truth. When a band of Americans lead by Captains Paul Watson and later, Stan Marsh, tried to thwart their efforts, Akihito took it as a personal attack. When Captain Marsh revealed that Cow and Chicken had "framed" Dolphin and Whale, he instantly rescinded his previous orders - sending the Japanese army to attack cows and chickens instead. He still, however, refused to help Randy Marsh deal with the Jerseyite invasion.
