Foley is a younger cop at the Park County Police Station who has a habit of bragging about lethal force but isn't so great at detective work. He arrested Randy for drunk driving once while patrolling, but he's usually managing the jail cells instead.

He manages the Jail Cells at the Park County Police Department here and though he cannot friend you, he does talk to the player and offers him a 'ride-along'. When the player frees a prisoner, he figures the player has the keys, so he's doing the right thing. His appearance here differs from that in the series.
